Got caught out with a new Ebay con (well new to me).
Bought a car cleaning product £7, and was sent a £1 tin of vaseline instead. So item was noted as sent and received by courier, so noted by Ebay as everything going ok. I was now out by £6 and landed with a tin of vaseline.
I sent umpteen emails to seller with no reply back. Gave him a week and a half to reply. No joy.
To get my money back. I had to eventually return vaseline to him, as an automatic return accepted item. I had to pay £2.50 via Youtube/paypal to get a return address label (tracked item) as I did not know his address, to get my full money of £7 back via paypal.
I know I will get my £7 back, but do I get that £2.50 postage back?
Anyway, this is a pure con as the seller has likely used this £1 tin of vaseline ploy to make money, as many would not bother trying to go through the hassle of getting back £7. But i do , as i hate con artists.
Funny thing is that his negative comments on his ratings (I checked afterwords DOH, instead of before), have four comments saying he does not respond to emails, but no mention of this vaseline con, Maybe they do not want to say anything as they got done. Just like me.
This has cost me time and effort, I hate it when Ebay goes wrong with these rouge sellers, and sometimes there is no obvious way of spotting them.
I'd leave an accurate review and then report to the police.
The twat will be making hundreds ripping people off like this.
I try and stick with 100% feedback sellers.
If a seller sends you the wrong item, they are supposed to pay for the return postage label first, not get you to do it and pay you back later. :/
A lot of ebay automates this, but when it doesn't you have to go through a time period of sending emails to the seller and then when they don't do it within this period, you escalate and usually eBay refunds you very quickly.
This might not be a con, although there are definite eBay cons out there. A lot of these are just drop-shipping arrangements or a Chinese seller using a UK distribution, and people just make mistakes because they are earning pennies.
If you can find it, it's often worth finding the eBay support chat links and talking to them directly, they are usually good at sorting things out quickly.

The guy was a UK seller. Interestingly Ebay gets notification from the post office of the returning tracked item on the same day as it is posted, as per my email received today (see below), and should get the money paid for the item back this week, I hope. Will keep you informed. Cannot be arsed chasing up the return postage cost.

Sometimes they are just someone acting on behalf of a Chinese seller, this is really common.

Update: The seller received £1 tin of vaseline back, so I could get my money back of ebay, and still he did not acknowledge anything and did not pay my money back even by the deadline date. (2 business days after receiving returned item).
I had to get ebay to make a judgment on my behalf, and £7 cash is now paid back into my account, but I never got my £2.50 postage of £1 tin of vaseline back, as expected.
I have given ebay feedback as they requested, and said happy i got my money back for £7 item from ebay, but not happy that a seller can do me out of £2.50 postage and cause such hassle.
I have had similar with faulty items being sent, then when you get the automatic eBay postage label it doesnt cover the cost due to weight, the label will be for under 2kg items, or size restricted as Royal Mail. The cost then being as much as £20 to return, yet Hermes will do it for under £5.
eBay, paypal just look to milk both buyers and sellers, and there appears little recourse when you get stung... i've lost count of items not arriving from oversea's, especially China.
I set me filters to UK located, even then a lot of sellers are from China.
About time there was a real alternative... i now look to buy with local suppliers if i can.
I have had similar issues, but ebay have always refunded everything, and if I wasn't given the full free postage to return it, I complained and contacted ebay.

Ordered a welding mask (this was a few years ago) via eBay. Delivery never arrived. On checking, Hermes (spit) said that the mask was delivered and 'put inside your porch'. We don't have a porch (and told them). After checking with all neighbours along a mile of lane, no-one had received it (or at least didn't admit they'd had it). Ebay said matter closed as couriers said they'd delivered it. Selling company not interested - as far as they were concerned they'd sent it, that's it. No-one would respond to us further. Tried to leave negative feedback on seller page. eBay wiped the feedback!
The likely truth is the courier either nicked it, delivered to wrong address or chucked it in a field. The seller and eBay considered that as the boxes had been ticked, they weren't going to trouble themselves anymore. We lost the money and didn't receive the goods. No possibility of comeback. f*** the consumer!
I've had a couple of bad experiences but mostly good ones. I suppose the problem is there's unscrupulous buyers as well as sellers, who falsely claim to have not received an item, I guess the big boys can allow for that in their profit, but not the little ones.
