Rather than edit my post above, I thought it warranted a second post. When I saw that I genuinely thought that the doc was taking the peas. However going to BBC I see that it is totally true. Bearing in mind it was initially swept under the carpet as a nothing matter I think that stripping all constructor points and fining $100m is a little excessive

If all the top secret information that they stole from Ferrari is worth $100,000,000 and the seasons` points...how come Ferrari (who presumably have all the valuable info!) aren`t miles ahead in the championship by now?

Simple answer is that non-technical information regarding tactics was divulged by Stepney. Information relating to fuel loads/ scheduling pit stops/ team tactics and other information outwith technical/structural information which is all extremely valuable and can be countered by another team who knows these plans.
Knowing what fuel level / when an opponent will pit is extremely useful when planning your own strategy can and does negate any advantage the original team may have over the recipient of the information .
