Nothing is going to be low cost,but two i would strongly recommend are
in order of preferance

Take a look at the link below Richer Sounds,it will give you a idea of the bargin you can get for £650 .This item states it is temporarily out of stock.But send them an email or ring them and they will let you know if you can get one in the future or if anything similar is coming in.
Its always worth keeping an eye on there site,as you might bag yourself a bargin.

I would strongly recommend taking a look at Richer Sounds,you might find you can get a model you thought was out of your price range.
I would keep checking as models and prices change on a daily basis.

There are a lot of package systems around at the moment which carry all that you are looking for,which i think would be your best option for your buget.
Sony do a number systems which also support s.a.c.d ,as this is what you need to play your s.a.c.d disks.

But its always best to look around and Most importantly have a demo.

Firstly a front centre is a must,it will allow your system to feed the audio to each speaker independently giving you dolby digital or dts as it should be.
This will not only improve the dialogue no end,but the whole sound field will be dramatically improved.
As a rule you should always try to match speakers,so try to get the matching centre to your front`s.
As for bass this is up to you,but it would allow you to here the low frequencies without having high volume alround.Plus you would be hearing the audio as near to the original as your system would allow.

I`ve got a 19" Dell D1226H which i have found to be an excellent model,good colour balance pin sharp picture very clear.Very reliable.

RE: how to improve audio
This is a guess,but most region 2 (english) dvd`s come with Dolby digital stereo and dolby digital 5.1.If your using a tv with two speakers make sure you got your audio settings on the dvd to dolby stereo.
If you listen to a dolby 5.1 sound track through two speaker it gets mixed down and this can lead to the uneven sound problems you describe.
For best results you realy need a 5.1 set up,then your lord of the rings will probably blow you away,then your be hooked like the rest of us.
In my opinion the best low cost option is the VideoLogic DigiTheatre,at around £248 but always hunt around.I`ve put a link at the bottom of this page for there web site.
Then theres DTS audio but i would suggest reading some home cinema mags to get the idea.

You need a vcd adapter.
There are many versions available.But make sure your PS is compatible, most use the parallel port on the back so check you have that model.
Check out www.interesting-devices.com they do one called movie card.

I recently purchased a sony DVP-S735D multiregion,i know its an older model but i got it at a discounted price through clearence.
It was supposed to be brand new, but on inspection it was not (slight damage)
Quest 1 : would changing it for a sony DVP-NS905 be worth the hassle when it will cost me extra.(not bothered about all disc formats or sacd)
I`m currently using its on board decoders outed through its 5.1analog out,temporarily to 3 identical amps.
Quest 2 : when i play dvd`s with dts, the ambient sound and speech is quiter than DD,but action sequences are equal in volume and more detailed and crisp as expected.
Is this the norm for dts ?????
