TBH XP can take a helluva while to shut down depending on what has been or is running at the time.
You may have utilities running in the background that need to be closed before you can shut down.

Before attempting to shut down try this. :)

Press CTRL ALT and DELETE at the same time to open up XP`s task manager.
Select Processes
Select each of the programs running except "Explorer.exe and System" and end processes
Then try and shut down normally.
The system may shut down normally or at the very worst you will have to switch of the power manually.

it shuts down windows but doesn`t shut the computer off. I get the message "it is now safe to turn off your pc" it stays like that untill I switch it off manually, where as it did it itself before

That is weird. Although I`ve sometimes had a "reluctant" self shutdown, I`ve never seen "It is now safe to turn off your PC" with XP Home (pre installed). I thought that message was a function of previous versions of Windows i.e. 98 and ME.
