Page 1 of PC has gone all screwy! Help

My Dads PC has gone up the creek. Its an old Time PC (think its a PII 200mhz, 6GB, 64MB ram) and has started giving my dad alot of problems.
A message came up on screen saying:
"Explorer has caused an error in FTL.DLL
Explorer will now close
If you continue to experience problems
Try restrating your computer"
Needless to say, restarting hasnt cured it. The problem is that we cannot open any of the folders on the desktop (my computer, my documents, recylcle bin) and cant access some of the start menu functions (eg search). Program icons seem to be unaffected (acrobat 5, media player, wordpro etc).
Maybe the problem is that my dad has upgraded windows. Originally on 95, he upgraded it to 98 about a year ago, and then 3 months later, to Millenium Edition. Now, we were simply gonna try and recover it using the backup disc, but which disc to use as we have 3, plus a Time backup CD.
I know theres quite a bit here, but can anyone out there help us? My dad is gonna replace the PC in the next 3 months anyway, but had promised this system to a mate and doesnt really want to let him down.

For your PC I`d say go for 98SE.

FTL.dll is adware/spyware (normally installed by apps like iMesh), it`s well known for causing problems with pcs.
