Got a 15" 8ms response time monitor from aldi`s a while back. Turns out the 8ms was if you used windows in its lowest possible setting.... or DOS

The response times quoted by manufacturers are misleading and different manufacturers use different methods to quote this time. They usually quote the response time of the pixel going from white to black, grey to grey, etc. Some will give white to black, others grey to grey. Also some manufacturers measure response times by the "rising and falling" times (ie the time for one pixel to change from one state to another). However, other manufacturers use the grey to grey response time which is the best measure to determine how good it is for gaming. Unfortunately few manufacturers give these details on sales specifications.

Also, the refresh time doesn`t matter. On a CRT, the phosphor dots fade and have to be refreshed so a higher refresh rate will disguise the fading. On both types, the whole screen is redrawn. it`s just that on LCD, the pixels don`t fade out between redraws. Hence, the refresh time does not matter on TFT displays.
