If you can hang on for a few months, the new ion notebooks/netbooks should be arriving, these are gonna be a real gamechanger especialy if running windows 7 as it`ll see the gpu as an extra CPU, & should give you a good performance boost, but, if you need to get one now, then at your budget, I`d just look for the best core2duo laptop, with as much memory as you can afford, not well up on current laptop`s, but I`m sure someone on here will be able to point you at a specific model :)
also, unless you need the extra portability/battery life of a netbook, I`d stick with a traditional type laptop
Hope this helps :)

Laptop from Dell here (not a netbook but I think the screens on netbooks are too small unless you need it to be ultra portable): http://www.hotukdeals.com/item/526752/dell-inspiron-1545-laptop-intel-t43
I bought the same model but with better processor earlier this year and it`s pretty good.

Could someone please
Remove these cutleries

they havn`t really started apearing yet :( i think Nvidia is holding onto the license a bit to tight :( i`ll have a dig around for you tho, & post the info asap

If running win7, the atom cpu shouldn`t be a problem, but for other operating systems, i`d be hesitant to buy an atom based laptop, it`s fine on my netbook, but i don`t need it to do much grunt work, mainly browsing & the odd xvid, but if you want the laptop as a more direct pc replacement, then the atom doesn`t really cut the mustard, different ballgame if running win7, as win7 uses the ion (nvidia 9400m) GFX chipset in parrelel (sp) with the CPU, so under win7 the atom/ion combo gives lots of grunt power :)

Just for info...the new Intel "Pinetrail" netbooks are supposed to be launched early next month (www.reghardware.co.uk/2009/11/09/intel_to_drive_pine_trail/).
I`d have said it`s worth waiting for those to arrive.
