Can plug an external harddrive into my TV, and watch movies from it?

It needs to be capable of it. I have one of these:

which is great because as well as being a usb harddrive it`s networkable too, so I have it connected to my router :D

I think that you will a hard drive media enclosure, with the necessary sockets for video and audio, avalable at Maplin, SVP, etc for approx £40.
