ssshhh! ebay / paypal query...

Hi all, my wife bid for & won some perfume on ebay last week. The payment method listed paypal as an OK payment method so as soon as the auction closed we tried to pay immediately. We were advised at the last stage on paypal that "This user cannot receive funds at the moment" (or something like that) I sent an email explaining that as limited as it is, I would only pay via paypal as it states I can and I would have slightly more chance than getting a bank xfer refunded. (Only after bidding, did my Mrs tell me that the seller has 9(!) negs this month for non shipment of goods although refunds via paypal pretty sharpish. I have sent 3 more emails basically saying that I won`t pay by any other method and stil no response. can I back out of this deal without receiving a "neg"? I`m at 100% currently & don`t really want this stuffing up.
Long post & I`m sorry for that but any advice would be very gratefully received & appreciated.

You might still get a neg if he`s a twat; but do not pay by any other method. Likely the reason the seller is not recieving Paypal funds is because their account is suspended or under investigation. Hang fire and I`ll bet you they go NARU`d and won`t be able to leave you a neg.

You can report them as a Non-Performing Seller in the dispute console in your My Ebay.

If you *do* get a neg, leave calm factual feedback to him and a calm factual reply in your reply to his feedback. It`s annoying that louser buyers/sellers can wreck people`s feedback but I always check negs (the EbayNegs Firefox extension makes this very convenient) and a good reply and reason to negs means I can easily see who was in the wrong.

Why? A 100% positive can be a millstone,people scared to leave a neg because they get one back and it ruins there 100% rating, I only worry when it gets around the 80% mark and then I tend to stear clear,but I would leave a neg if they deserve it and have done so four times,also forget the perfume and buy elsewhere. :)

XFG & Zovirax, thanks very much for taking the time to reply. I`ve just had an email from this seller & he says "PAYPAL have told me it will be up today but it is completely outside my control." will give it another couple of days & then see again. I know this is a small amount but it`s good advice for me for when I start buying bigger things.

I think e-bay have fairly recently changed ther policy on Feedback in that if they Neg you and then get NARU`d, the Feedback they leave you IS removed regardless if whether it is good or bad. I got a message through e-bay recently as i purchased successfully from somebody who got suspended and sure enough the Positive they left me was taken away.

I think it only effects transactions in the 90 days leading upto suspension......

Just thought i`d post a link to the e-bay annoucements section. It seems that feedback will only be removed if they get NARU`d within 90days of registering.
