Help needed with progressive scan :)

I am thinking about buying a new dvd player either a Denon 2800 or the arcam DV 88( upgraded to progressive scan ). The television it will be used on is a Toshiba 36ZP18P, this has component inputs, therefore i will in theory be able to utilise progressive scan dvds.

My problem is this ( bearing in mind i live in the UK (region 2)) i need to know wether progressive scan is only available on region 1 discs.

As far as know progressive scan is only capable on Region 1 Dvd`s.

Yes, due to licensing restrictions (or something legal anyway), progressive scan is only available on R1 DVDs for the time being.

You`ve got me wondering,
NTSC DVDs are mostly progressive 23.976 fps with a flag in the mpeg stream so it will play telecined at 29.970 fps whereas PAL DVDs are mostly 25 fps progressive.
I take it that progressive scan plays the DVD at 23.976 fps and then output it to the TV like this, the tv then plays each frame progressively, not as 2 half fields. Wouldn`t this cause the picture to flicker due to the very low refresh rate or does the tv play it the progressive image interlaced? Can someone explain?
