Pink Panther boxset - missing film?

Does anyone know why The Return of the Pink Panther was not included in the Pink Panther boxset? The other 5 are there why not this one? Have seen it on region 1 at play on its own. Seems strange not to have this one as it is one of the better of the series. (better than Trail which IS in the boxset).

Any info appreciated.
