not the biggest names in the world but probably a good place to find new talent and old classics.
have u seen allofmp3.com ? there not free but are incredibly cheap and are technically legal (according to the beeb), though due to the price the artists dont get much so morally its pretty shakey... they charge $0.02 USD per 1 Mg of audio data
but they have a pretty good selection, and they let you choose the quality of the encodings and they sound very good.
I`d rather get from P2P where no one makes a profit than give money to allofmp3.com for stealing and selling copywrited music.
I`ve used AllofMP3 in the past, and while their legal status may change at any point, for the time being they seem to be upholding the letter, if not the spirit, of their copyright law. My biggest concern is around payment - call me crazy, but I`m not keen on supplying my credit card details to possibly dodgy Russian websites! However, if you have Paypal, you can sign up safely. You can go to XROST (http://www.xrost.com), and buy a pre-paid voucher using Paypal, then use that voucher to pay for credit will AllOfMP3.com - they`ll also give you a 10% bonus (so if you buy $10 worth, you get $11 worth of credit). My advice would be to keep it to small amounts, in case the law is changed in the near future and they disappear.....

They all have a fairly large selection of free, legal MP3s. Though whether the tracks are any good is open to debate ;)
Just because "all of mp3" are not breaking russion law by distributing the music, does not mean you can legally keep anything you donwnload from them under UK law.
For example - if I was a record company, I would argue that users of the service are making a copy from the website of copyrighted material - and prosecute.
i cant remember the specifics, but if u search on google youl find them. uk law works on the basis if material is legally purchased abroad then they are not covered by uk copyright law or something along those lines. for example if you legally buy a cd outside the uk then you are not liable to pay any royalties or anything else through the uk channels... its all complex and arguable either way.
but basically if you buy tracks legally from russia legaly within that country you are not liable to pay royalties in the uk just as if you buy tracks from itunes or napster in america legally you are not liable to pay royalties again in the uk
