I have supposedly been upgraded from 512 to 2mb from OneTel as it is ten days since I requested it.
How would I know? I notice no change. I have done the speed test with the results below.
Does this still mean I have not been upgraded yet? They seem to be idiots and very slow.

Those are classic 0.5mb numbers so i`d say you haven`t been upgraded yet. Also some ISP`s have the capacity to throttle the bandwidth their end so the ADSL with sync at 2Mb but you`ll still get 0.5Mb performance.
If you can try and have a look in your adsl router/modem settings to see what your adsl line is sync`d at. If that is still at 0.5Mb (576kb) downstream then you haven`t been upgraded. If it`s at 2270kb downstream or some such then it has been regraded and the ISP needs to tweak the settings their end.
I dont know what its like for your modem, but for cable unplugging it for 20 seconds and then powering back on usually does the trick when it comes to upgrading.
And, as homonid said, they are bog standard half meg stats. So you can probably extrapolate what you should be getting from there.

After a two week wait and lots of `phone calls to OneTel India, I am now upgraded to 2mb. The speed reading is now:
Direction Actual Speed True Speed (estimated)
Downstream 1749 Kbps (218.6 KB/sec) 1888 Kbps (inc. overheads)
Upstream 245 Kbps (30.6 KB/sec) 264 Kbps (inc. overheads)
With Kingston Communications I could only dream of reaching speeds like 2MB without paying a very excessive subscription fee.
