Can I buy a cable which has S-Video + 2 RCA at one end which leads into a SCART so I can connect to a S-Video Scart on my TV ?
Presently using SCART from the "TV labelled SCART" on sky box to tv
If I unplug this SCART and use the above S-Video cable will my ouput automatically ouput S-Video ? only settings on sky box are PAL & RGB

Yes : Profigiold PGV632, tho` it`ll cost about £30 - try http://www.superfi.co.uk.
Make sure you get one that goes the right way (ie FROM S-Video/2 phono TO SCART) as it does make a difference !
