ntsc 3.58/4.43 what does the numbers mean?

hi i am about to buy a tv and want to make sure that it will play ntsc dvds as my tele dont

i am buying the tv at this link

and am unsure about them numbers do they have any real point?

i would be greatfull for a speedy reply as i want to buy the tv before i go out in bout 15 mins!

3.58 MHz is the normal colour subcarrier frequency used for NTSC.
4.43 MHz is the subcarrier frequency used for PAL.
The 2 systems use different Fsc onto which the colour info is modulated.
There are also systems that can handle or produce "hybrid" video outputs i.e. NTSC 4.43 & PAL 3.58.
In those cases, the aaspect ratio is also likely to be non-standard - but allows viewing NTSC on a PAL TV & vice-versa.

I`ve got this TV and it does play ntsc 3.58.
It`s a cracking tv as well and the service with anything-direct is superb.
