HMRC stuff - HELP!!!

I'm banking on one of you clever bods to ease my pain!

A couple of months ago I received a letter from HMRC telling me I need to fill out a self assessment form.
Now, I have always had jobs where I go through PAYE and my other income (house rental) the return is so small that under the terms of HMRC I don't need to SA.

I went online when I received the letter and filled in the form telling them that they had made a mistake and I didn't need to do one.

Last night I received a letter telling me because I didn't fill in a SA then I have been fined £100. 
I have just called them and they said I still need to do one for tax year 15/16 as they have "received information" from someone that I had a tax free loan in that year.

Firstly, i didn't receive a loan at all, I was given some money, but it wasn't a loan. And secondly, who is trying to grass me up??! :)

The guy on the phone said I have to go and do the SA now anyway and then appeal the fine. But it takes 10 days to register to SA for the first time apparently - I could be liable to pay further fines!!
Arggghhhhh! If they have asked me to do a Self Assessment why do I have to apply to do one and then tell them I have no extra income!

So confused. And annoyed.

Anyone had experience of this before?

The options I'd take would be either a face to face with your nearest tax office having all relevant paperwork to hand. Don't bother with phoning them they're notoriously under staffed and never answer.
Failing that and if you want to get your end of the argument straight first I'd try Citizens Advice. They'll usually have a specialist in most fields once a week or so, phone first as you'll need an appointment.
Maybe a few quid invested in a local accountant if it's stressing you out that much. They should be able to give you a guide to fees before you go. Not necessarlity as expensive as you'd think.
Meanwhile it wouldn't hurt to go on Money Saving Expert's forums I'll guarantee someone else will have had a similar problem.

Unfortunately tax offices work on 'guilty before being proved innocent'

So would advise you to take all the evidence you have about your 'loan' to your local tax office, and prove your innocence.
