Turn VHS tapes into VCD or SVCD..Which card is best?

I have a Duron 750mhz processor, 256MB Ram, Gigabyte GA7Zmm MOBO with on board sound and graphics, running W98SE. I wanna turn VHS tapes (homemovies) into top quality VCD or SVCD. Any advice on a top notch capture card to do this.

Top quality capture is main concern. Any help much appreciated.

Many months ago I tried my hand at converting a bit of Home Video to VCD. I tried using the Video In port on my cheapo WinTV TV Card and the results were OKish. The only problem was the the TV Card could not convert to MPEG etc on the fly so I needed a lot of disk space and then had to convert to MPEG manually. I then Used Nero and you use the Wizard to create a VCD and just drop the MPEG file on the disc and it does it all for you!

A month or two later I purchased an ATI Radeon 64MB VIVO card (the older ones - before the 7500 and 8500) and used the onboard MPEG compression - much simpler and I felt the quality of the capture was also better.

I`ve checked out vcdhelp.com site and although impressive the capture card reviews are so varied. The same card gets rave reviews by one person and then gets totally slagged off by someone else. Also I`m looking for advice by UK based users as some cards may differ from country to country.

Anyway, if anyone else has tried any cards and can offer advice please let me know. Again, top notch quality is what I`m really after.
