Can anyone tell me what laws govern local councils when recruiting please.
i.e do they legally have to advertise vancancies?

I thought they had to. And they could not stipulate race, gender and sexuality. Unless they want a black lesbian.

I thought they had to but cant find the actual law anywhere?
This is a job given out to an individual externally but not advertised.

I know where I work we recruit internally first and if there are no suitable candidates then externally

Sounds like a case of jobs for the boys
The council should have their own policy on recruitment
You should ask to see it and if you suspect foul play then ask them the reason behind their decision to do this
