Differences in extras on R1 and R2. WHY?

I still don`t understand why there`s such a difference between DVD`s released in the US to the ones released in the UK. The only reason I can think of is that a PAL image is more detailed than a NTSC one and so takes more space up on disk, hence less space for extras. But then why do some R2 disks contain MORE extras than the R1 versions?
It`s very frustrating. I have only bought one R1 disk (Superman: Extended edition) and I only have a PAL tv so I get that slight image stutter which, although hardly noticable, once you notice it happening is like a hair stuck on the camera lens or something...very annoying. I don`t want to have to buy R1 disks, because the R2 won`t be out for nearly half a year. This annoys me even more when the ones they bring out later have less extras on and the films are ancient (Superman etc). I just don`t understand why!!!??!

i think a reason companies have used in the past for R2 dvds having less extras than their R1 counterparts is that on th R2 version, its a european disc so they have to put in many more different languages. personally i think this is more of an excuse than a reason. its the same as the videogame industry, as long as people in the US or japan are ok, f**k europe as they dont really matter!!! theyll be happy with bog standard versions.

the worst part about it is even british companys(bbc only one i know for definate probobly more) do it to us aswell look at the black adder disks, the r1 is fully loaded while the r2 is not.

You also have to bear in mind that the copyrights of some featurettes/documentaries etc don`t always extend beyond The U.S. and vicer versa.
