You can use WinOnCD 3.7PE or 3.8PE or Nero 5 to do this. You need to create a Video CD. WinOnCD has a picture CD feature which will create menus with thumbnails. Nero 5 will also do it but is more difficult to use.
Your DVD must also be able to read VideoCD`s. Most do but you should check.

If you want a simple slideshow Nero 5 will do it. If you set the pause interval to infinite you will have to advance to each picture by hand. If you select a suitable pause time (5Sec) then you can use the DVD pause button to freeze the picture.

Also get DIVX or DECSS.

These are ripper programs that well..........decrypt your DVD disks and allow you to muck about with it.

It is too lengthy for me to go into full detail here.

Just do a Google search on either DIVX or DECSS.

This link may help you create VCD from your DVD`s. I`ve tried it once for a VCD for my laptop. It works okay (Actually it`s pretty shi*te) but it took a lot of mucking about. Too much time and effort.
