Take a look at gbxemu.com, it appears that if you really want to, you can download any GBA rom, and play it on your PC via an emulator. There is also a link to a flash advance linker (re-writable) card that you can then dump these roms on, and play in your GBA.
However, I`m a little unsure as to the legality of it all :-)

The gba games on the site that u have said all work and is very easy to use. U just go to the emulator page, get an emulator, unzip it with winzip, then go to the games page and get the games that u want.
