I`ve had a look this seems to be a longer version. The running time for R2 is 133mins and for R3 it`s 138mins.Also it`s got an 18 certificate unlike the R2 version with a 15. The audio is in english and thai, instead of english and german. There are still english subtitles. The R2 version has listed : Interative menus, scene selection, theatrical trailer, photo storyboard, making of feature, filmography, featurette . The encoding is PAL. R3 haslisted : Interactive Menus, Scene Selection, Theatrical Trailer, DVD-Rom Enhanced, Making Of Feature, Featurette. The encoding is NTSC. At the end of the day it comes down to whether you`re actually every going to use the interactive features. If you`re not you won`t miss them. They could have been included and just not listed.

It`s not a longer version. The difference in length is down to it being NTSC, which retains the original running time of the film. The R3 verson is identical to the R1 version, save for the language and subtitle options.
