just wondering what NTSC means and is it the same as region 1??

Toshiba SD-2109 Question

I recently bought a dvd over the internet and when it arrived I noticed it didnt have region on the case but it did say NTSC. When I changed the option on my Toshiba SD-2109 it started to play fine. Is this multi-region?
You can probably figure out i`m a novice at this stuff.
