IBM A21P - Region free

I have an IBM A21P Laptop.
I have run drvinfo110 which reports the following:
Matshita SR-8175 G228
This drive has region protection
region code:2
user: 4 channels
manufacturer: 4 channels left
status: not permanent

Can anyone please give me info as to how to make this drive region free?

I have downloaded a patch (8175_X228RPC1) and run it in dos mode with the following parameters DWL2 2 G228.bin

All I get is a flashing cursor and the computer seems to lock up requiring a reboot.
