The design of the box has the £13.99 rrp as part of the picture (not a sticker). There was a sticker on the box saying 1/2 marked price (now £6.99 was £13.99) which had been covered over with a sticker with 49p written by hand, so I would say that £13.99 is the rrp no matter what the website says.
Whatever it was, 49p each is a great deal.
WHSmith - Xmas lights - 49p instead of £13.99!
Went into WHSmith (Wallington, Surrey) during my lunch hour and they were just putting out some Xmas lights at the amazing price of only 49p instead of the marked £13.99 - don`t know if they are available online.
They had Multi-colour, Clear and Icicle dangling lights to choose from, so I helped myself to a multi-colour and a clear set (yes I did pay for them...)
The bulbs appear to be non-led and non-user replaceable.

Multi-Effect Coloured (or clear) Lights
176 Coloured (or clear) bulbs
Indoor or Outdoor use (plug, transformer and controller must be indoors though)
Controller box for 8 lighting effects (combination, two light chasing, light chasing/steady on, two light mixed flashing, forward on/reverse off, step light, steady on)
12m overall length, 4m from plug to first bulb

Only problem is that you`ll probably get caught for import tax as the use DHL or someone. I had that problem when I ordered the 1st Buffy set. Ended up having to pay an extra £10 or so. Would have been cheaper to buy it here!
