Hi,
Fully loaded means all the pins are wired up. Some SCART cables come with just the necessary pins wired, which miis some of the ones needed to carry the NTSC signal.

By the way I got my player working again, looks like there are two menus that appear. One that does the region stuff, and one that says "Initailized type".

Just tried it on mine, but could not get it to work, a menu appears (after much messing around, does not work every time), and you can select the number of the region you want (no "free" option). I tried chaging it back to region 2, and now cannot play anything.

The problem with black and white could be a couple of things:
1). your TV does not support NTSC (UK is PAL, USA is NTSC, Japan is NTSC), which is what the player will be outputting for region 1.
2). are you using a fully loaded SCART?
