Five years after surviving the bizarre Machido massacre in which their parents were killed along with hundreds of other residents of their apartment block, Ranmaru Shindou and his younger sister, Saya, have become patrol officers in the local police force. On successfully graduating from the police academy, Ranmaru is assigned to Tokki, the Special Mobile Investigation Force. During his first day in his new position, he encounters and recognises a young red-haired woman, Sakura, who he learns is a member of another police unit known as Tokko, the Special Public Safety Task Force, an elite outfit whose weapons of choice are not guns but broadswords. But Ranmaru is understandably shocked when he realises how he knows Sakura: she has been appearing in a recurring dream that has been haunting him since the day of the Machido tragedy.

The mystery deepens when investigations into a recent and seemingly endless murder spree suggest the latest killings may be related to the earlier massacre. Then the holes begin to appear; bottomless pits from which inhuman creatures are reportedly emerging. Unfortunately for Ranmaru, Saya and Sakura, their connection to these events is about to become all too clear.
